Job Summary POSITION: PERSONNEL LICENSING OFFICER x2 Reports tot Senior Personnel Licensing Officer Location: Head Office
Job Purpose The position exists to participate by the licensing of aviation personnel so as to ensure proficiency of all license holders in order to achieve and maintain compliance with Civil Aviation Regulations.

 

Duties and Responsibilities • Receiving and accepting/rejecting applications to ensure timely issuance, renewal or reissuance of licenses, ratings, certificates, designations and authorisations in terms of Personnel Licensing Regulations; • Processing of all compliant licence application forms, checklists and preparing the material for the Senior Licensing Officer; • Conducting verification of foreign licences with ICAO Contracting States for validation or conversion; • Compiling ICAO compliance status information on other Contracting States for licence conversion/validation; • Co- ordinating and processing the routine queries and administrative work required; • Ensuring that Al national regulatory material, ICAO documents and PEL documents held by the Licensing Branch ore kept available, amended and in compliance with QMS System. • Project and maintain and maintain a satisfactory image when dealing with the public on all matters is appropriate to licences or ratings. • Drafting response to ICAO State Letters; • Registering and tracking all correctly completed licence application forms and preparing licences for official signature; • Maintaining an efficient link between the Examiners, Examinations section and Approved training organisations; • Updating the ICAO online framework regularly; • Maintaining registers of all licences, ratings, instructors, designated skills and medical examiners and authorised persons. • Verify. that clients hove paid the prescribed fees and reconcile with Accounts section. • Producing weekly and monthly reports and statistics to enable management to make informed decisions.
Qualifications and Experience • 5 ‘0’ Levels including English, Mathematics • Integrated Safety Management Certificate • Human Factors Certificate. • 4 years aviation safety experience Skills and Competencies • Computer literate Skills and Competencies • Computer literate • Ability to lead a team • English language proficiency certificate • Ability to lead cross functional teams • Ability to apply and interpret aviation legislation, instruments and circulars • In depth knowledge and application of ICAO SARPS • ATO certification • QMS training • ICAO CMA • Compliance and Enforcement • Knowledge of regulation drafting • Audit Techniques
