IOS has an option that lets store lower resolution “optimized” versions of photos and videos on the phone storage. These versions are lower in size thereby not taking up much space.

Full versions can be uploaded on iCloud account. To set this up on your phone, you first need to make sure your iCloud Photo Library is turned on. To do this, go to Settings > iCloud > Photos > iCloud Photo Library. Once that’s done, select Optimize Phone Storage.

Google Photos also has a Free Up Space feature that deletes photos you’ve already backed up to the cloud.
